Dear Neighbors,
Local restaurants have clearly suffered from the COVID-19 lockdown. On Tuesday — the same day the State mandated that San Diego County shut down indoor dining at restaurants for three weeks — Mayor Faulconer signed an executive order waiving permitting for the use of sidewalks and private parking lots as outdoor dining venues.
I’m frustrated that this has taken so long, and more action is needed in order to allow street spaces to also be used for dining. San Diegans want the option to be able to dine out safely. The restaurant industry employs thousands of San Diego residents, spends money with local vendors, and contributes important sales tax revenue to the city.
The City Council will vote on a proposal that will codify the Mayor’s executive order on July 14. This will further allow restaurant owners to expand into street spaces in front of their businesses. I would like to thank the many District 1 residents including Phil Wise and Janie Emerson for their hard work on this issue.

7/7 Mayor Faulconer Signs Executive Order Helping Eateries Expand Operations onto Sidewalks and Parking Lots
Mayor Faulconer signed an executive order providing regulatory relief to restaurants. The order, which took effect July 7, waives permitting and parking requirements for the use of sidewalks and private parking lots as outdoor dining venues.
The executive order enacts two elements from a broader outdoor dining regulatory overhaul the mayor announced in late June. The executive order does not include allowing dining in street spaces. Once approved by the City Council, that proposal will include additional components such as authorizing restaurants to expand onto on-street parking spaces.

7/7 County Board Approves Small Business Stimulus Program
For-profit and nonprofit businesses suffering financial losses due to COVID-19 can apply for grant money from the County of San Diego if they can show losses and costs are a direct result of the pandemic.

7/6 Dine-In Restaurants, Other Indoor Activities Closed in San Diego County
Indoor dining at restaurants, bars, breweries and wineries closed July 7 for at least three weeks, after the County remained on the state’s Monitoring List for three consecutive days due to the region’s high number of COVID-19 cases.
Outdoor/patio dining is still permitted until 10 p.m., but patrons must leave the premises by 11 p.m. Pickup, delivery and drive-thru can still occur. Also, indoor activities will be restricted at movie theaters, family entertainment centers such as bowling alleys and batting cages, as well as museums, zoos and cardrooms.
These restrictions will apply for at least three weeks, a requirement the state implemented to slow the spread of COVID-19. If the rate of infection for the region does not fall below 100, the period of restrictions could be extended unless the state issues new guidance.

7/2 - Governor Newsom Launches “Wear a Mask” Public Awareness Campaign in Response to Surge in COVID-19 Cases
Governor Newsom announced the “Wear A Mask” public awareness campaign encouraging Californians to use face coverings.
The campaign, will continue until at least the end of the year.

6/30 - Governor Newsom Signs Executive Order on Actions in Response to COVID-19 6.30.20
Governor Gavin Newsom issued an executive order extending authorization for local governments to halt evictions for renters impacted by the COVID-19 pandemic, through September 30.
The order also extends provisions in earlier orders which allow adults to obtain marriage licenses via videoconferencing rather than in-person during the pandemic; waive eligibility re-determinations for Californians who participate in Medi-Cal, to ensure they maintain their health coverage; suspend face-to-face visits for eligibility for foster care; and permit In-Home Supportive Services (IHSS) program caseworkers to continue caring for older adults and individuals with disabilities through video-conferencing assessments.
