This week is devoted to budget hearings during which each department presents their proposed budget, residents speak out about their priorities, and Council members ask questions. One nugget from the hearings today: The Mayor has proposed cutting hours at libraries and recreation centers. The amount of the proposed cuts is about $6 million, equal to one year’s rent for 101 Ash Street, the vacant office building that the City Council purchased prior to my election. Good news from the budget hearings is that we are hearing stories of city employees who are very productive while working remotely.
You can find more information about the hearings below. The Council will also convene on Monday, May 11 at 6 p.m. to take more public testimony.

Budget Review Committee is In Session
From May 4 until May 8, each City department will present its plan for FY21 to the Budget Review Committee.
In lieu of in-person attendance, members of the public may participate and provide comment via telephone, the Budget Review Committee webform, email submission or via U.S. Mail of written materials.
To submit public comment via phone, dial 619-541-6310, enter access code “105579,” then press ‘#.’
The public may view the meetings on public television (within the City of San Diego only) on City TV Channel 24 for Cox Communications and Time Warner Cable, Channel 99 for AT&T, or online via CityTV here.

5/4 - Recovery Advisory Group Provides Recommended Actions for Industries to Prepare for Safe Economic Reopening
Mayor Faulconer and County Supervisor and Board Chairman Cox introduced guidelines developed by industry and workforce leaders to prepare the region to restart economic activity. The guidance can be used by restaurants, hair and nail salons, and other businesses planning to safely reopen their doors.
The recommended strategies come from the Responsible COVID-19 Economic Reopening (RECOVER) Advisory Group, which was established on April 17.

5/5 - San Diego County Board of Supervisors approve framework to reopen some businesses
Starting Friday, May 8, some local businesses can begin to reopen if they have a plan in place to protect their employees and the public.
The San Diego County Board of Supervisors voted to adopt the Business Safety Framework, a general outline for local businesses highlighting the things they need to prepare for and do before they could reopen. The supervisors also requested that the County’s chief administrative officer ask Gov. Gavin Newsom to provide the County with the autonomy to make region-related, COVID-19 decisions.
A template of a ‘Safe Reopening Plan’ is available here to review but may be updated depending on direction from the state.

5/4 - Governor Newsom Provides Update on California’s Progress Toward Stage 2 Reopening
Governor Newsom announced that, based on the progress in meeting metrics tied to indicators, the state can begin to move into Stage 2 of modifying the stay-at-home order on Friday, May 8, with guidelines released Thursday, May 7.
The Governor also announced that while the state is moving into Stage 2, counties may move more quickly through Stage 2 if they attest that they meet the state’s readiness criteria. Counties must create and submit a readiness plan which the state will make publicly available.

5/1 - Governor Newsom Signs Executive Order on California Work Opportunity and Responsibility to Kids (CalWORKs)
Governor Newsom signed an executive order that temporarily broadens the capability of counties to enroll persons into the California Work Opportunity and Responsibility to Kids (CalWORKs) program using various eligibility verification methods due to social distancing requirements.

Arts + Culture Challenge Fund Grant
The San Diego Regional Arts and Culture Coalition is partnering with the San Diego Foundation to provide emergency relief to nonprofit organizations in San Diego County's creative sector through the San Diego Arts + Culture Challenge Fund.
In this first round, the fund will distribute grants to support the work of our creative workforce ranging from $1,500 to $10,000, prioritizing the most vulnerable small- and mid-sized nonprofit arts and culture organizations that meet the program’s eligibility criteria.
The deadline to apply is Friday, May 15.
