May 19, 2020: COVID-19 News Update

Today, in City Council I voted on many items that impact the City’s budget.

I voted “no” to spend an additional $150,000 in attorneys fees at $300 per hour to “complete the negotiation of the final SDSU West Purchase and Sale Agreement (PSA).”  SDSU delivered a signed PSA on May 5, 2020.  A Deputy City Attorney testified that “the legal work is done.”  This item passed 7-2 with only Councilmember Moreno and myself voting against it.  

I voted “yes” to invest $5 million in federal CARES Act funding into childcare for essential workers.  This item passed unanimously.  Childcare is critical to our re-opening and inclusive recovery.  

I also voted to transfer $1 million from the Navigation Center to a Rental Assistance Program for San Diegans impacted by COVID-19.   This action, with direction for a more definitive spending plan for rental assistance from Councilmember Sherman, passed 8-1.  

The reason I am sharing these votes is because the actions we take today will set the stage for our recovery in the future.  Without an SDSU West deal, the City’s financial deficit deepens; without childcare for our essential workers, we cannot beat COVID; and without a rental assistance program, we cannot stimulate our economy.

San Diego will emerge from this pandemic stronger than ever, but only if we act responsibly now.

COVID-19 Newsletter Now Once a Week on Wednesdays

Starting this week the District 1 COVID-19 newsletter will be published once a week. The next newsletter will be released on Wednesday, May 27, 2020.

City News
5/19 City Council Votes
The City Council voted on several items today. Some key items were:  

  • Item 330 - Allocation of $150,000 for Outside Legal Counsel for Mission Valley Negotiations—I voted no.
  • Item S509 - Extension of Residential and Commercial Eviction Moratorium until June 30, 2020—I voted yes and also am supporting efforts to provide direct financial relief to landlords whose tenants can’t pay the rent due to COVID-19.
  • Item S512- Emergency Resolution to Appropriate, Allocate, and Expend $5,000,000 in CARES Act Federal Funding to Provide Childcare Vouchers for Essential Workers and Other Vulnerable Populations.  I voted yes.
  • Item 332 - Substantial Amendment to the FY 2020 Action Plan and FY 2020 - FY 2024 Consolidated Plan for HUD Programs, FY 2021 Annual Action Plan and Associated Actions. I voted yes.

County News
5/19 - County Approves Plan to Request Accelerated Reopening
The County Board of Supervisors approved two measures intended to allow the region to accelerate the reopening of the local economy. Under the first, the County will submit a plan to the governor’s office that, if approved, would move San Diego further into Stage 2 of the California Resiliency Roadmap in the coming days.  

Under the proposal, in-person dining at restaurants and retail shopping would be allowed, as long as businesses enact social distancing measures and follow various restrictions to prevent the spread of the novel coronavirus.

5/15 - Additional COVID-19 Test Sites Opening
The County Health and Human Services Agency announced that the region’s COVID-19 testing is expanding, with new sites being added in central and southeastern San Diego.  

News County testing sites include:

  • San Diego County Credit Union Stadium in Mission Valley - Monday through Saturday from 9 a.m. to 3 p.m.
  • Appointment needed via 2-1-1

5/19 -  Governor’s Task Force on Business and Jobs Recovery Urges Congress to Pass Emergency Relief for State & Local Governments
Members of Governor Newsom’s Task Force on Business and Jobs Recovery sent a letter to congressional leaders asking them pass $1 trillion in direct relief for state and local governments – funding that is critical to reopening our economies.

5/15 -  House Passes $3 Trillion Aid Bill (HEROES Act)
The House passed a $3 trillion pandemic relief package on Friday to send aid to struggling state and local governments and another round of direct $1,200 payments to taxpayers.

Coronavirus (COVID-19) Disaster Relief Assistance for Immigrants
In response to the COVID-19 , California is providing one-time state-funded disaster relief assistance to undocumented adults who are ineligible for other forms of assistance, including assistance under the Coronavirus Aid, Relief, and Economic Security (CARES) Act and pandemic unemployment benefits, because of their immigration status.  

This state funding is expected to reach about 150,000 undocumented adults.
