May 15, 2020: COVID-19 News Update

Dear Neighbors,    

I am excited to invite you to two virtual opportunities to engage with me as well as your fellow neighbors and San Diegans!

The first event is the next installment in my ‘House Calls’ webinar series, “Remote Learning: School Yourself!”  

Join me on Zoom at 5 p.m. on Monday, May 18 to hear tips from local education experts Leonita Cole, Meghann Hughes and Erin Summit on how to best educate students from afar.

The second event is “B.Y.O.Bry” (formerly known as “Brews with Bry”) - an opportunity to grab a beverage and voice your community concerns directly to me. This event will be held on Zoom tomorrow, Saturday, May 16, from 9:30 – 10:30 a.m..

City News
5/14 - Housing Construction Continues During Pandemic as City of San Diego Moves to All Permitting Online
Major changes were implemented by the City of San Diego Development Services Development (DSD) to keep housing construction going. DSD will now accept all permits online for all new projects and implement safety protocols to protect workers at construction sites.

5/14 - City of San Diego to Reopen Three Reservoirs for Fishing, Boating & Exercise
The City of San Diego will reopen three of its reservoirs to public recreation this weekend, with the Miramar and Murray reservoirs opening Friday followed by the Lower Otay Reservoir on Saturday.  

With new protocols in place, the three popular reservoirs will be open during regular business hours for walking, jogging, cycling, fishing and boating. Normal fishing and boating fees will apply. Recreational users are asked to observe COVID-19 preventative measures, including mandates for facial coverings and physical distancing. 5/12 - San Diego to Donate Face Shields to Tijuana as Border Command Group Works to Address COVID-19
Mayor Faulconer announced the donation of 1,000 3D-printed face shields from the City of San Diego to the City of Tijuana for use in public hospitals. Mayor Faulconer also detailed a new regional working group that tracks and monitors the pandemic in San Diego and Baja California.

County News
5/14 - Percentage of Positive COVID-19 Among Tested Continuing Down
Nearly 4,000 COVID-19 tests were reported May 13, the highest daily total since testing began to be conducted in the region. At the same time, the percentage of positive COVID-19 cases has been going down, a sign that the region is moving in the right direction in containing the spread of the novel coronavirus.

5/13 - As Region Takes Steps to Reopen, Gatherings Still Not Allowed
While some businesses have been allowed to reopen and recreational activities are occurring with some restrictions, gatherings are still prohibited.

Since graduations are right around the corner, County officials indicated that drive-thru celebrations are permitted, provided they follow the local health guidance.  

Restrictions for drive-thru celebrations include:

  • No exiting vehicles  
  • No open snack stands  
  • No open bathrooms  
  • No spectators  
  • No people in the vehicle who are not part of the same household

5/12 - Some Offices, Malls, Other Businesses Can Reopen with Restrictions
Some offices and other businesses in San Diego County will be allowed to reopen after the state lifted more restrictions in the statewide stay-at-home order. Office-based businesses can open, though telework remains strongly encouraged and physical distancing is required to the maximum extent possible. Employees must also wear face coverings.  

Shopping malls, including strip malls and outlet malls, can also reopen, but only for pick-up service. No customers are allowed inside the stores. There should also be clearly marked curbside and outside pick up points.  

Also, on the list for reopening are car washes, pet grooming, landscaping and gardening businesses, as well as outdoor museums. All businesses must follow hygiene, physical distancing, and health screening guidelines. Locally the health officer’s order continues to require face coverings.

Governor Newsom submitted his 2020-21 May Revision budget proposal to the Legislature – a balanced plan to close a budget gap of more than $54 billion brought on swiftly by the COVID-19 recession.

Rady School of Management launches COVID-19 Business Recovery Coalition
The Rady School of Management at the University of California San Diego launched the Rady School Business Recovery Coalition to help businesses in the San Diego region navigate the unprecedented challenges faced by COVID-19.  

The new initiative draws on expertise from the UC San Diego community to provide immediate pro bono assistance and guidance to San Diego businesses during these extraordinary times.

“Great Plates Delivered” to Send Free Meals to Seniors
Qualified older adults in the region can now sign up to receive three free and healthy meals a day delivered to their home for a limited time through the “Great Plates Delivered” program.

The initiative is a collaboration between the County and local restaurants. The goal of the program is to help older adults, who are at a higher risk of developing complications from COVID-19, avoid going out to restaurants or the grocery store to get food. The meal delivery is scheduled to run through June 10, though it may be extended.

Better Business Bureau (BBB) Grant Program - “Main Street Matters!"
The Better Business Bureau is offering emergency $500 or $1,000 grants for businesses who have been financially impacted during the COVID-19 crisis.

High Road Kitchens (HRK)
High Road Kitchens is a program that represents a statewide network of independent restaurants which provide jobs for restaurant workers and a subsidy for responsible restaurant owners who commit to paying a living wage and following equitable employment practices across the state.

The San Diego Workforce Partnership and The San Diego Foundation are coordinating with local restaurants and One Fair Wage to fund the training, start-up costs and initial wages for workers rehired as part of this initiative.
