April 24, 2020: COVID-19 News Update

Dear Community Members,  

I began the “House Calls” webinar series as a virtual way to connect concerned San Diegans with experts to tackle and clarify COVID-19 issues. Next week, I will host two “House Calls” expert panel webinars.
 
On Monday, April 27 at 5 p.m., I’m hosting “A Mental Health Check Up: Impacts of COVID-19.”  Expert panelists include:

  • UC San Diego Associate Professor, Family Medicine and Public Health Dr. Suzi Hong
  • UC San Diego Professor Emeritus, Psychiatry Dr. David Janowsky
  • UC San Diego Assistant Clinical Professor of Medicine Dr. Helane Fronek

On Wednesday, April 29 at 5:30 p.m., I’m hosting “Small Business Resilience: Recovering from COVID- 19.” Expert panelists include:

  • San Diego Black Chamber of Commerce President Donna DeBerry

San Diego Beaches and Oceans to Reopen Monday, 4/27 to Limited Activities  
Beginning Monday, 4/27 at sunrise, San Diego beaches and oceans will reopen to limited activities.  

Allowed activities include: running, walking, swimming, surfing, kayaking, and single-person paddling.

Fiesta Island, boardwalks, piers, and parking lots are still closed until further notice. Stopping, sitting, or lying down on the beach is still not allowed, as are gatherings and activities that do not allow for physical distancing

Councilmember Bry has confirmed with City staff and SDPD that this trail is open for both pedestrians and cyclists.

4/21 Mayor to Landlords: Help Us House Homeless Seniors, Veterans, Individuals  

Mayor Faulconer and San Diego Housing Commission (SDHC) President and CEO Richard C. Gentry called for San Diego landlords to rent their units to San Diegans experiencing homelessness, including seniors and veterans, in an effort that builds on the “Housing Our Heroes” initiative.  

Property owners who may be unable to find renters or have difficulty paying mortgages during the COVID-19 economic crisis may be particularly interested in participating in this incentive program.

San Diego County Issues Public Facial Covering Requirement

San Diego County Supervisors announced a mandate for facial coverings in public amid the coronavirus pandemic. The new public health order requires residents to wear a facial covering when they leave their homes and are within six feet of non-household members.

The order will go in effect May 1.

San Diego County to Open Ocean Access Monday, 4/27 at Sunrise

San Diego County amended public health orders to allow the County beaches to reopen with limited access starting at sunrise Monday, April 27.

4/24 - Governor Newsom Announces Initiatives to Support Older Californians During COVID-19 Pandemic

Governor Newsom announced a series of initiatives to support vulnerable older Californians isolating at home.  California is launching a meal delivery program, a partnership to make wellness check-in calls, and the expansion of Friendship Line California to help combat social isolation.

4/23 - Governor Newsom Signs Executive Order on Actions in Response to COVID-19

Governor Newsom issued an executive order addressing a variety of issues in response to the COVID-19 pandemic. Some of the issues addressed in the executive order include granting a 60-day extension for customers on several Department of Motor Vehicles deadlines, including for recently expired drivers’ licenses and identification cards, to reflect public compliance with the COVID-19 stay at home order. It also suspends late fees from being applied to expired vehicle registrations.

4/23 - Governor Newsom Provides Flexibility to Medi-Cal Providers and the Department of Health Care Services for Continuity of Service Amidst COVID-19

Governor Newsom issued an executive order that gives flexibility to the California Department of Health Care Services (DHCS) and Medi-Cal providers on a variety of deadlines and requirements to ensure continuity of service to patients and customers is not impacted by the effects of the COVID-19 pandemic.  

The executive order allows fair hearings to continue for California Children’s Services on grievances and appeals to take place by phone or video conference. Additionally, the order l ensures flexibility for DHCS and the Department of Social Services to continue providing mental health care services and programs. Finally, the executive order temporarily suspends requirements for in-person signatures for people to obtain certain prescription drugs covered by Medi-Cal, and will allow a 90-day extension for providers on cost reporting, change of scope of service and administrative hearings.

4/23 - Governor Newsom Issues Executive Order Empowering Schools to Focus on COVID-19 Response and Transparency

Governor Newsom issued an executive order that empowers schools to focus on responding to COVID-19 and to provide transparency to their communities. The order extends the deadlines for local educational agencies to submit Local Control and Accountability Plans (LCAP), which are multi-year planning documents tied to budget projections. By law, LCAPs must be developed in collaboration with parents, students, teachers, and community groups.

4/23 - Governor Newsom Announces Additional Relief for Californians Impacted by COVID-19

Governor Newsom announced that most private student loan servicers have agreed to provide payment and other relief to borrowers, including more than 1.1 million Californians with privately held student loans. He also signed an executive order to stop debt collectors from garnishing COVID-19-related financial assistance.

4/22 - Governor Newsom Announces Plan to Resume Delayed Health Care that was Deferred as Hospitals Prepared for COVID-19 Surge

Governor Newsom announced plans to allow hospitals and health systems to resume delayed medical care for Californians – such as heart valve replacements, angioplasty and tumor removals, and key preventive care services, such as colonoscopies – which were deferred as the state’s health care delivery systems prepared for a surge of COVID-19 patients.

‘Mayor Kevin’ Hosts Online Storytime Sundays for Kids, Parents Staying at Home

Mayor Faulconer and City librarians joined together to offer online services to residents and children affected by the stay-at-home order.

Recent videos can be seen on multiple platforms including Twitter and Facebook. Videos of “Mayor Kevin” are published Sunday evenings at 5 p.m. while other story time videos are posted throughout the week on the San Diego Public Library website as well as in the Stay-in Storytime Club Facebook group and on YouTube.

Child Care Survey by the San Diego County Office of Education

If you are in need of child care in order to perform essential work outside the home during the COVID-19 stay-at-home orders, please take this short online survey about the type of care, age of your children, hours, and location you need.  

The survey is being managed by the San Diego County Office of Education; data will be used to better understand the need for care throughout the County of San Diego and aim to connect essential workers with child care.  

The deadline to complete the survey is May 6.

25-year-old San Diegan created an easy way to buy online gift cards for struggling local restaurants

Paneau enables small-business owners to set up an account (for free), which links their bank account details with Paneau using a secure payments platform. The shop owner decides the dollar increments they want to sell via gift cards, and is then issued a unique link. This link can be shared on social media campaigns, websites, email newsletters, and any other marketing channel. Customers then click the link, buy the gift card online, and watch as the loaded gift card appears in their digital Apple Pay wallet (Google Wallet is next, but not fully built yet).  

During the pandemic, Paneau is waiving all transaction fees until they reach over $250,000 in transactions on their platform. After that, they will pass on the cost of the transaction to the gift card purchaser, not the business owner.

Patients should not walk in or schedule an appointment online. They should first call the COVID-19 nurse line BEFORE coming to any hospital or clinic. After answering questions, they will be directed to a video visit or a location for the necessary evaluation and testing.
