Protect Balboa Park

Full Policy Plan

Balboa Park is a national treasure.

We have a duty to preserve it for our children and grandchildren.

As a City Councilmember, my opponent presided over a period of neglect, wheel spinning and high-profile embarrassments that have left Balboa Park in serious need of attention.

In my short time on the Council, I have witnessed the pattern of political gamesmanship that substitutes for leadership at City Hall. Balboa Park, like so much else at the City, is in need of solid, non-political management.

Balboa Park is critical to our identity as a city. Neglect is not an option.

Protecting the future of Balboa Park requires engagement and cooperation by all stakeholders, and we need leaders who can assist stakeholders in developing long-range plans.

What happened with Balboa Park under a prior City Council was exactly what San Diego cannot afford – Balboa Park deteriorated, with no plan for financing repairs or improvements.

Mediation was in process and should have been allowed to run its course.

Too much time, money and resources were spent to just walk away without all parties exhausting every option.

"But just as the parties appeared to be making progress, the City Council ignored the mediation and approved the original plan. At that, the mediation ended,” wrote mediator Cary Lowe in an op-ed for Voice of San Diego.
"The rest is history. SOHO sued and the parties waged a seesaw battle in the courts for the next several years. During that time, the project remained stalled and costs steadily escalated. Although the city and the Jacobs committee eventually prevailed on the legalities, political and economic realities effectively killed the project."

This mayoral election will be critical for our park, as my opponent and I have very different visions for its future.

He supported a massive paid parking garage and automobile ramp that would have forever changed our park’s character.

I do not support the commercialization of Balboa Park. I support maintenance, restoration and preservation, in line with its founders' original vision.

As Mayor, I will work to build consensus, rather than resorting to political power plays.
